I placed this cache as I know this area well and the site cries out for a cache.
It is next to a public footpath that runs along the River Lea. At this point it is in fact a stream that feeds the River Lea. It flows through (or by) Luton, Harpenden, Welwyn Garden City, to Hertford where it changes from a small shallow river to a deep canal at Hertford Castle Weir (info taken from Wikipedia).
Upon placing, the cache contained:
