A word of WARNING, though. When you come, please plan to come "old school", with a proper GPSr. Smart phones will now (as of the summer 2015) work in Kugluktuk BUT ONLY if they are connected to the Bell system. But a GPSr with the coordinates loaded will definitely get you to GZ.
In the early days of arctic commerce, arctic policing and even amongst the early missionaries of the various denominations, it was important to be able to send and receive messages that could be clearly understood by the intended recipients, and equally important that the competition find messages that were clear as mud. Various methods of disguising the messages were adopted. For instance, in the mission houses of the Anglican churches, you would generally find a copy of Robert Slater's Telegraphic Code, to ensure secrecy in the transmission of telegrams, 3rd edition. Each parish would have had its own unique number. Messages would be able to leave Toronto, having been encoded with the receiving parish's number (perhaps, say, 72) and upon receipt, the parish priest would count down (or up, depending on the prearranged plan) 72 words (in this example) to get from the visible word to the true word. Messages sent to the Synod office in Toronto, would equally be encoded and the receiving bishop would reverse the process (counting up - or down - using the sending parish's number). I did mention clear as mud, right? The Hudson's Bay staff and the NWTMP and later the RCMP would do something similar with their own code-books.
This cache requires you to use this process to find the true co-ordinates of Ground Zero. Finding Slater's Telegraphic Code is the first task, and determining which is the correct number, or numbers, to use is the second, which is why the difficult on this cache is what it is. Some of the more perceptive, knowing what it is you seek, might be able to make educated guesses and not need the master document or the special number or numbers. You still get the increased difficulty level for being brains. The special number or numbers can be found on this page somewhere (and it isn't 72).
