Sapience Trek: A couple years ago the state of NY revised and clarified their policy on geocaching in state parks, most notably geocaching in the Niagara River gorge area. There were a few geocaches that the state had picked up and requested they be removed from this site. When the other caches were removed we did not perform a "search and destroy" to find caches that were in violation of this new policy.
The current policy, last revised in August 2013, makes it very clear that geocaches are not allowed in this area due to security and safety concerns. The full policy can be found on the NY state park site here:

After reading the current policy and after discussions with other reviewers it brings me no joy to have no choice but to archive this and other nearby caches per NYS policies. This will help maintain the mostly positive view that the state of New York has on geocaching, and keep geocaches allowed in most of the other state parks and DEC lands.
Should you be able to obtain a permit from the state of NY I will be thrilled to unarchive this cache listing.
