This Wherigo cartridge idea came to me while sitting in Project Management class. During an exercise for solving the critical path, I came up with this idea. Solve the puzzles and you'll get the final coordinates. When you determine the critical path, you will have 6 numbers. Use those numbers to unlock the cartridge.
