This is one of those that make you wonder who is in the planning department at the local Municipality.
Wykeham Road was connected to Cape Road at this point. The municipality decided that they did not want traffic coming into Cape Road to turn left here. Initially they started building an island that would prevent the left turn but would still allow traffic from Wykeham Road to enter Cape Road. This construction was semi complete when it came to a standstill for about six months.
Then obviously a mind change. The road was blocked off completely using kerb stones and a chevron board. As the island was narrowed at this point there was an empty patch of tar. The municipality promptly demarcated three parking bays in the middle of nowhere and on the side of a major road. Maybe they knew it would be a great place for a cache and the bays are for cachers to park.
Then just to be sure that motorists don't decide to hop the pavement now the street was closed they have installed bollards for 500 meters down the island.
