At the posted coordinates if you face west, you will see Rich's Party Palace. To solve his puzzle, walk into the structure. And there you will see numbers. If you look up you will see 4 numbers in black and white across the top. If you look down the center of the pavilion, you will also see some numbers painted on the ground . This is how you will solve for the final.

A: Up Top, Third Digit.
B: Ground, Left Side Yellow Digit.
C: Up Top, Last Digit.
D: Ground, Left Side, Grey Digit. Minus Up Top, First Digit
