This hydroelectric power plant was taken of water from Japan in the first one Matsugigawa upstream (of the current Ashio under dam) and Fukasawa River.
Mizutoi of 2.9km is connected to a large iron pipe of this summit, it was rotated Torubin type horizontal water wheel by hydraulic drainage 31.8m.
There are still part of the penstock.
Conduit inside had been filled with earth and sand.
