Geocache Description:

When Walter Sergei Skinner was eighteen he enlisted in the US Marine Corps. The same year he was sent to fight in Vietnam. Sometime before 1986 he joined the Federal Bureau of Investigation. Ultimately he became the Assistant Director of the FBI and worked there until 2008.

In early 1994, Skinner called Special Agent Dana Scully into a meeting which the Cigarette Smoking Man (we will return to him in your next training case) also attended. Skinner revealed he and the Cigarette Smoking Man had reviewed Scully's reports but had been displeased by the unorthodox investigation methods which Mulder, now her FBI partner, and she herself had been using to research the X-files. Even though Skinner accepted Scully's claim that atypical methods ensured a high success-rate on the cases the agents investigated, he instructed her to increase the frequency of her reports and to ensure that work on the X-files was conducted in a conventional manner.

Over time, Skinner proved his loyalty to Mulder and Scully as well as their work. In the beginning, Skinner acts solely as a supervisor to Agent Mulder and Dana Scully's investigations of the paranormal. In the first years it is unclear whether he is entirely independent of his actions or controlled by men such as the "Cigarette Smoking Man". Eventually, Skinner begins trusting Mulder and Scully and becomes their ally, saving both of their lives on multiple occasions. He stands up to the conspirators that tried to control him, for which he frequently pays throughout the series.

We have not been able to contact Walter Skinner, but we know he lives in this region: North 69 38.??? and East 019 01.??? The only clues we have about his location are two papers left by former Special Agents Fox Mulder and Dana Scully. Our cryptologists have not yet determined if these papers hide any clues to his whereabouts.
