Another in an irregular series of caches that you'd do best to just avoid altogether. Sure, Pennell Park is pleasant enough, a couple picnic tables, a nice little flower garden, but just try to get near it. One of the busiest intersections in Duluth, with a major construction site thrown in just to keep things interesting.
And don't bother with the pedestrian crossing signals, those are just for show. Really, go find something on the Superior Hiking Trail, those are much nicer.
