Do you remember the old TV show and board game called "Concentration"? First you had to uncover matching tiles to reveal a rebus style message. Then you had to decipher the rebus to solve the puzzle. You don't have to uncover the tiles in this puzzle, but you do need to solve the rebus.
NOTE: This puzzle was previously released at a KVCachers Mind Games Event Night. At first people seemed intimidated by it, but once they got the hang of it, many people realized the puzzle wasn't that hard to solve. The cache has already been found by numerous cachers. Those who found it have helped determine an accurate D/T.
