GrahamT: A check today and the fencing is still there, so with no idea how Council works on the stairway will go I have decided to - sadly- archive the cache.

Geocache Description:

Stairway - to heaven (as Led Zeppelin might sing) on a good day!  Though those who join the ubiquitous fitness programs using the area might think Stairway to somewhere else!  And you do need good legs for lots of steps.  There is a high probability of muggles so be discreet.  You will need to bring your own pen.  

I recommend the usefulness of some kind of gripping implement for extracting the cache from its location... not very hard to achieve this with the tool being worthwhile.
