Pisgat Zeev is one of the largest neighborhoods in Jerusalem with a population of 41,799 in 2015. Building started in 1982, with moving into the first apartments in 1985. Meaning "Zeev's Summit", it is named after Zeev Jabotinsky (1880 – 1940), Revisionist Zionist leader, author, soldier and founder of the Odessa Jewish Self-Defense Organization.
There are numerous archeological sites dispersed throughout the neighborhood. Next to the cache is "Knowledge Park" Hebrew: Gan HaYeda, Arabic: "Ras Abu Ma'ruf" which was excavated in 1990 and 1993 and is dated to the second temple period. On the site, a ritual bath (Mikveh), olive oil press, wine pressing basin, water hole and mosaic were discovered.
Also next to the cache is a red metal street sculpture known as "Pesel Adom" (red sculpture) inspired by a horse leg.
