Mito Sta. #North
The capital of Ibaraki prefecture is located in Mito. The Mito Tokugawa family was one of the Tokugawa Gosanke (three major familys).
The posted coordinates indicate a monument which shows a cultural map. It was established in the motif of a hand. When you go to the back of the monument, you will see an explanation board written in Japanese. You can get 5 numbers comparing with Fig. 1. The actual cache is placed at following.

水戸は茨城県の県庁所在地です。水戸藩は徳川御三家のひとつでした。
水戸駅北口の座標の場所にはとあるモニュメント(?)があります。そのモニュメントは、となりの三名のうちの一人の手をモチーフとして作成されています。本来は薬を詰め込むところに「文化」を詰めたそうです。その「文化」の裏をみると説明板があります。Fig.1にある5つのアラビア数字をABCDEとします。キャッシュは
