Higher taxes. New fees and fee increases. Higher gas prices. A levy for livin' here. (Really???)
Ok, that's obviously not the secret. That's public knowledge.
Yet... within plain view of the Powers that Be... there's a secret stash of cash to help you pay, pay, and pay, and manage to keep the taxman at bay!
If you go to the posted coordinates, rumour has it that Cathy has left a stash of dough, to subsidize smart geocachers. Don't delay! There may be only a few hundred thousand bucks in there, and that may only be enough to pay the annual increases for just one cacher!
As you grab the cache, be careful: unlike the people of this province, the cache container is a little on the fragile side. If you don't find the log at first, keep unrolling the dough... you'll find it. Once you've made your grab, please make sure the bottom does not fall out of the stash, and replace it carefully, as found.
And yeah, bring your own pen: The office supplies budget was cut at Cache the Bayman!

No, sorry, the budget has not been repealed (yet... but we'll keep screamin')
The cache has been replaced, yet, when it was found it was found in clear view!
The hide is NOT in clear view! Cathy would never leave her stash out in the open, for any muggle to take!
So: If you make the find, ***please*** make sure you carefully re-hide the stash, as found.
