The Haystack Observer: A Cannon Beach, Oregon Photo Puzzle Cache

Enjoy an oceanfront walk in Cannon Beach and observe Haystack Rock to solve this photo puzzle.
Start at the posted coordinates, which is also a good place to park (if the lot is full, try up the street to the east). Walk west down Gower Avenue to the Ecola Beach access and start the puzzle.
Below are three larger photographs, each featuring Haystack Rock. Your job is to find where those three photos were taken. Following each of the photos is a series of four more smaller photos. One of those four photos in each set was taken at the same site (or within a few feet) as the main photo. You will need to identify which one for each set.
Walk south down the beach and watch for sites where you think the photos may have been taken. For photos 2 and 3, you will need to leave the beach a short distance, and climb some stairs, to locate the sites. All were taken from public areas, so there is no need to enter any of the private stairs. Walking on sand and climbing stairs is great exercise, and there is no more beautiful place on earth for such an activity!
As you locate each of the three sites, identify which of the smaller photos was also taken very close by. Correctly identifying those three photos will give you digits for A, B and C. Here are the photos:
