Margaret Creek is so named after Margaret Snowden, an early settler in Athens County, Ohio. After the forests had been cleared, the creek would flash flood after any long rain bringing water into buildings in the flood way. To mitigate this flooding, the Margaret Creek Conservancy District built impoundments that were intended to remain mostly dry until heavy rains and then collect the water to be released slowly after the rain stopped. The system works automatically and only requires periodic cleaning, mowing and inspection. The conservancy district is paid for by real estate tax assessments levied on the properties protected by the flood mitigation project. You are looking for a camouflaged-taped plastic pill bottle.
