PuzzleHead GeoArt - Cryptography Mystery Cache

This is one in a series of caches for all you Puzzle-heads. The Puzzles are medium to difficult to solve, but the Finds are generally easy; i.e . Terrain=1.5 or 2, close to roads, no wading or bushwacking, and there should be minimal Poison Ivy.

Many puzzle caches are based on some form of cryptography and so is this one! Just solve the following to find the final coordinates. It may look like gibberish but it isn't!
