In 1964 the Park and Recreation Commission strongly urged the city to build an indoor-outdoor swimming pool as an integral part of the new Junior High School. A new pool was badly needed to ease the overcrowding at the Neenah Pool
in Recreation Park but the cost was estimated at about $400,000. Unfortunately the City Council rejected the plan as an extravagant scheme the city could ill afford.
Henry Swatscheno so loved the land he added a proviso to the deed making his farm the property of the city. He asked the city to dedicate a minimum of fifteen acres of the woodlot as a public recreation facility.
It was to have a bronze dedication plaque.
The Swatscheno Nature Woods and the Park Shelter were dedicated on May 19, 1974.
