UV #2 Multi-Cache

As the title and summary imply, there is a special tool required.  Please go to the attributes if you haven't figured out yet what it is. The final four digits for north and west coordinates are hidden at the given location.  And please don't be an idiot.  The cache is not located on the highway.  You must WALK.  Or bike, if you bring one; it is not for me to judge.  There is parking near by with legally marked paths.  There is no mark to indicate the location of the numbers.  Read the hint or try on your own to figure out where.
