Tande Temple is located at the Sanjiaodu Ferry Port that beside the Keelung river. It was a little temple which sacrifice Tudigong (the local guardian god) in the early years. In the 1980s, due to the popularity of gambling in Taiwan, the gods that couldn't meet the requirements of people, will be abandoned or thrown into the river. The fisherman in Sanjiaodu couldn't bear to see these broken and homeless god statues drift in the river, so they decided to repair them and build a bigger temple for these gods.
天德宮位在基隆河畔的三腳渡碼頭，早期是一座小土地公廟。後來除了土地公之外，也有許多的落難神明，在賭風盛行的 80 年代，無法滿足人們要求的神明，總是會被遺棄或丟入河裡，三腳渡的漁民不忍心看到這些斷手斷腳、無家可歸的神像在河裡、路上流浪，就將它們一一修復，並蓋了一間小廟收藏起來。
But since Tande Temple is inside the embankment, which is illegal, so the temple had been destroyed by the demolition team of Taipei government. To avoid the illegal construction inspection inside the embankment, the temple designed as a active iron sheet house, so that the people could carry the temple easily. And they'll move the temple back to the original place after the demolition team left. They even setup the wheels at the bottom of the temple, so they could run away more quickly. (They also tried to move the temple to a boat, but it's too heavy to a boat to carry the entire temple, so they gave up.)
但由於天德宮位於行水區內，所以遭到拆除隊用怪手破壞。為了躲避行水區的違建稽查，廟設計成可活動的鐵皮屋，方便信眾將廟扛在肩上，等到拆除大隊離開後再將廟宇移回原地。後來，三腳渡的漁民們還在廟的底部裝上了輪子，如此便能更快的逃走。(信眾們也曾想過要將廟放在船上，但因為船無法承受廟的重量而作罷。)
The local fisherman and people wanted to give those gods a stable house, so they called on the people to donate some money, and they collect about two million NTD to build a lift temple. When there have the typhoon alert or the torrential rain alert, the manager of the temple will start the motor and the temple will lift one or two meters high from ground (the highest place that the temple could lift to is about 7 meters high), so that the temple will not be drowned by the flood. It become the first and the only lift temple in Taiwan. Moreover, they also worked with the artist and made this temple more beautifully. One of the highlight of Tande Temple is the metal dragon column in front of the temple. To compassionate the local religion, Tande temple was listed as the installation art by the government.
當地漁民與信眾為了給神明一個安穩的家，最後便發動樂捐，集資200多萬元打造「升降土地公廟」，每當發布颱風警報或豪雨特報時，廟方便會啟動馬達，讓新廟升高一至兩公尺(最高可達七公尺高)，以避免淹水。天德宮成為了全台第一也是唯一一座能夠升降的廟宇。此外，他們還與藝術家們合作，將廟宇設計得更為漂亮，廟前的金屬龍柱便是其中一大亮點。為體恤地方信仰，政府將天德宮列為裝置藝術。
