Guardrail CatLady style Traditional Cache

updated coordinates due muggling! BYOP!! appears that there once was a cache named "concrete" that disappeared in this area. So to give back another hunters, easy cache, Snopacman decided to replace it in a more user friendly area but it got muggled often. The replacement cache styled by a CatLady and moved for enhanced muggle-proofing. Easy? well...maybe.
