Each Region manages several districts and the District Council manage the Scout Groups within that district.
This cache is located at the District Scout Headquarters of Hong Kong Island Southern District, which is under the Hong Kong Island Region of the Scout Association of Hong Kong.
District Badge
The design of the district badge is a Sea Horse, which the shape looks like a 'S', which is the first letter of Southern. The Sea Horse also represent the famous theme park within the district

The Cache
The cache is outside the District HQ, you do not need to go into the HQ to find it.
You DO NOT need to go through any security gates/guard of the building to go to the District HQ, there are a few ways to get there.
(But if you do go through, just tell the security that you are going to the Scout and they will let you in)
The District HQ is an open area that can access 24/7, however, getting to the District HQ itself it's a challenge.
