In this case, Groundspeak has sent an email to the cache owner with no response. The cache owner did not respond to any of the cachers hoping to find the cache and did not respond to the reviewer note so the cache is now archived.

The cache location is now open for any Geocacher to place a new cache, including the original cache owner.

Geocache Description:

Excited to place City Center Park's first cache! It's a great little natural park, with lots of spots for resting, some play structures, and some very sweet BRIDGEs. Parking at either the Barrett St entrance, or Iby Street. Barret Street will get you closer to finding this cache right away. This waterproof cache is tucked away, but not hard to spot, once you catch the hint. Planning to add a pen to the cache, but bring your own, in the meantime.
