Previously, the location of Lukang Artist Village was called “Mullet Squatter”, which was the working space of fish farmers for the convenience of catching mullets. Due to its special function, it was also called “Sha Zhou” (sand dune). During Japanese Occupation Period, the river was filled to pave roads and to build Japanese-style houses. In 1945, Taiwan was retaken by the KMT Government, and was managed by Lukang Town Office.
In 2009, Lukang Town Office secured funds from the authorities to refurbish this place. Integrating the context of the historic development of this place, cultural facilities and layout, it provides studios to artists for artistic creations and an exchange platform for people.
鹿港藝術村所在地，早年俗稱「烏魚寮」，為捕撈烏魚的魚戶搭寮捕魚作業之地（沙洲），因而得名。日治時期此地區填河造路並興建日式宿舍群。1945 年（民國 34 年）產權由國民政府接收，歸鹿港鎮公所管理。
2009 年（民國 98 年）鹿港鎮公所爭取上級補助，重新整修完成。結合城鎮歷史發展脈絡、文化設施佈局等元素，提供為藝術家創作的工作室以及與民眾交流的平台。
