A "Quotefalls" or "Drop Quotes" style puzzle, in this case recategorized as a "Descension Matrix" type in accordance with the Seawind Geocache Name Generator. I have enjoyed solving several puzzles of this style, in particular those by jnjbrill.
In the grid (matrix) below, drop (descend) each letter into one of the open squares below it. By moving the letters to the correct squares, you will form a phrase that will lead you to the coordinates of the geocache. The phrase reads horizontally and words are separated by solid squares. Words do not wrap (continue) from one line to the next.
One square has been answered, and the used letter crossed out, to get you started.
When printing the grid, if the solid squares don't fill in the printout, be sure to select "More Settings" and check "Background graphics" in the Print dialog (Chrome).
