Frankie Carter Randolph (1894 - 1972) was a major force in Houston's civic and cultural development. Politically, she forged a grass roots progressive movement in Houston and was appointed to the Democratic National Committee. Her favorite flower was the McCarthy Rose, which grows abundantly in Frankie Carter Randolph Park.
