Things you will need to overcome to find this one:
1. LOTS of muggles, cameras, security guards, muggles, panhandlers, road closures. No loitering signs are nearby, but not where this cache is.
2. The fact that your GPS is almost worthless here. Use the Satellite map to get you close.
3. The fact that you can see the cache, getting it may require a TOTT and lots of stealth. We placed and retrieved it twice without 10 people around us noticing.
