Hike down to the river in Hemlock Overlook park (from parking, take yellow trail down to river, and take a right on the blue trail) to the ruins of the Bull Run Hydroelectric Plant. Note the power lines still run through here.
There is climbing and/or a "leap of faith" required to reach the cache.
