Yes, that's right, this is actually part of the Harbourfront Walkway. Apparently long ago this area was actually teeming with life as there was a restaurant nearby. The building burnt down a couple of years ago, oddly after it was mentioned in the local paper about being up for sale. I remember going into the Chinese restaurant one rainy night a few years ago. I had no idea it was even there and yet I live so close and drove by it every single day. Kind of sad that it is gone because the food was pretty good.
