The building 28 is located in restricted area 2 ("Sperrkreis 2") and was used by Dr. Fritz Todt, whose "Organization Todt" also built the FHQ "Wolfsschanze". After his death, Albert Speer, architect and "Reichsminister for Armaments and Munitions" moved in here.
