"King Pins Flourish, Police Flounder"
Recent reports from New Castle County Police suggest that a crime syndicate has been operating and steadily expanding in the New Castle County area. The organization apparently derives its success from the circulation of federally restricted substances throughout the community, primarily in the form of analgesic narcotics. The organization has been deemed responsible for the dramatic rise in addiction and overdose-related casualties in the county, and is likely a small component of a larger, more insidious and sinister scheme designed to profit off the misfortune and weaknesses of American citizens.
Delaware law enforcement is actively investigating this nefarious activity. However, bureaucratic hurdles, limited resources, interdepartmental substance abuse, and internal rogue intentions have inhibited satisfactory progress on the case.
In the interest of maintaining leads on this devious entity, police have agreed to release publicly a piece of information intercepted during a surveillance operation in the hopes that intelligent citizens will step forward to decipher the message and aide officers in identifying suspects and making arrests. Furthermore, police intelligence indicates that participants in a worldwide scavenger hunt called "Geocaching" may prove instrumental given their affinity for crafting and solving various decryption techniques, and they are encouraged to participate in the investigation.

Deciphering this message will likely inform police of the wherabouts of a future low-tier exchange of what users on the streets are calling "Red Caps" AKA, "Red Delicious". Busting this deal will be the first step in helping officers identify cartel higher-ups. You are encouraged to contact your local police department to report anonymous tips.
This cache is inspired by a TV series that I recently finished watching....two decades after its premier. I conducted an investigation of my own to discover if something similar has been done before. Sure enough, it has, and not even that far away! A friendly interrogation of that cache's owner revealed that they had inspired yet another confidential informant who we'll refer to as "74QET" to create a second installment of the puzzle in another city. I am placing a third edition of this concept in honor of Michael K. Williams, a fantastic actor who very recently passed away, and who portrayed one of the most iconic and memorable characters in this show.
