This is a bonus cache to accompany the nearby "Five Ways Across" Adventure, which will take you to five different crossings of the Mersey between Widnes and Runcorn. You will need to use the Adventure Lab app to play this on your phone.
The cache is not at the posted coordinates. After completing all five stages, your Journal will contain values for A to E.
