The Stage 1 coordinates bring you to a sculpture at the newly created West Saint Paul Art Park. The purpose of the Art Park is not only to display outdoor art installations but for the visitor to experience and create art through pop-up events:

The creation of the tower piece involved the community through engagement events in 2020 where the community was invited to help create the work. Several local assisted living facilities also participated, with seniors getting the opportunity to embellish and inscribe the mosaic pieces, as well. "All told, nearly 200 people took part in this community project."
