⭐ 勝利星村歷史 ⭐
「眷村」是台灣歷史中一種特殊的居住型態，一般是指提供給陸海空三軍、憲兵和其他類型的官兵與其家屬所居住的村落，至今已有超過60年的歷史，全台曾經有將近880個眷村，大多分布在北部、中部以及南部，其中以「陸軍」眷村最多。
1927年日本陸軍飛行第八聯隊進駐屏東，合併先前的警察飛行班，1936年再擴編為第三飛行團，為了安置軍方人員，在附近興建大批官舍，戰後做為國軍眷村接收並再增建。許多眷舍在重新規劃之後改建為現在的國宅社區，各地方政府則將較具特色的村落老房登錄為歷史建築，「勝利星村創意生活園區」便是屏東第一個被登錄為歷史建築的眷村，自此讓屏東市區充滿了濃厚的眷村文化風情。
勝利星村創意生活園區為全臺灣保存規模最大、數量最多、最完整的日式軍官宿舍建築群，落成時間橫跨日治時期及戰後初期。在屏東縣政府的努力下， 2018年爭取文化部「再造歷史現場專案計畫-屏東飛行故事再造歷史場域計畫」，陸續完成修復屏東勝利、崇仁(成功區)、崇仁(通海區)眷村的眷舍空間；同年並將園區正式命名為「勝利星村創意生活園區」，形成了特色創意聚落以及街區，加上推動及扶植地方文創人才，加大了屏東在地文創能量的永續發展。園區不僅傳承了眷村文化，更希望藉由各式各樣的活動，讓民眾深刻體驗台灣的多元性文化及保存的價值意義。
老房子被賦與新生命，保有歷史的內涵，搭上懷舊復古的文青時尚，逐夢的人們進駐每一間老房後，有餐廳、有書店，也有賣文創商品的店家，成為闔家共遊、網美打卡的郊遊勝地。但對曾經在這裡生活過的人來說，眼前所見的一磚一瓦、腳下走過的每一條路，就像一本日記，一頁頁喚起過去的回憶。
⭐ 勝利星村介紹 ⭐
勝利星村創意生活園區範圍有勝利新村與崇仁眷村成功區，兩大眷村以中山路連接，步行距離５分鐘，現階段共有69棟歷史建築為屏東縣政府管理並加以積極活化，達到資產再利用之最佳效益。2018正名為「勝利星村創意生活園區V.I.P Zone」。「星」意旨:「承將軍居住之地之先，啟培養明日之星之後」，為新式眷村體驗基地，亦為屏東之櫥窗，展現過去的歷史記憶、空間與現代生活融匯，造就了獨樹一格的「勝利星村生活風格」（victorystar lifestyle）。
勝利星村創意生活園區內設有常設館：將軍之屋–服務中心、孫立人將軍行館分別做為整合眷村原住戶／眷村進駐商家、青年能量、市民大眾的主體館舍，周邊店家設有特色餐廳與咖啡館、親子餐廳、獨立書店、藝文展覽、讓眷村不再只是歷史文化的展示場域，更是城市的舊城核心區域。
⭐ 文創進駐策略現況 ⭐
截至目前為止，勝利星村創意生活園區已有77個品牌進駐，類型多元，包含餐飲業、服飾織品業、在地特色選物店、表演藝術、文學書坊、風格花藝。期望未來勝利星村創意生活園區能夠帶入地方生活，發展文化特色，打造一個「台灣新式眷村文化與生活風格體驗基地」，讓歷史建築活化再利用。
⭐ History of Shengli Star Village ⭐
Currently, the area mainly covers Chongren New Village (Chenggong District) and Shengli New Village, with a total area of 5.9 hectares. There are 69 residential buildings, successively completed in 1928 and 1936. In 2007 these villages were designated as historic buildings so that they could be preserved well up to now. In 2018 this place was officially renamed as “Victory Star V.I.P. Zone,” forming artistic and creative settlements and a unique street block. In addition, local cultural and creative talents have been fostered and invited to station here, facilitating the sustainable development of Pingtung's local cultural and creative energy. The area is more than an inheritance of the culture of military dependents’ village. It is expected that through sharing of a great variety of activities, the public can deeply experience the value and meaning of preservation of the diversified culture of Taiwan.
In 1920 Pingtung Airport was established. In 1927 the Eighth Air Regiment of the Imperial Japanese Army Air Service stationed at Pingtung, and was expanded as the Third Air Brigade in 1936. In 1942 Japan even constructed Aircraft Maintenance Branch. For the sake of placement of their military personnel, Japan kept on constructing military housing around the Airport. After World War Two, the National Army directly took over these buildings as the military dependents' villages, and expand them later on. Since then, Pingtung City has a special and strong cultural atmosphere of military dependents' village.
⭐ Introduction of Shengli Star Village ⭐
The area of Shengli New Village Victory Star V.I.P. Zone covers Shengli New Village and Chenggong District of Chongren Military Dependents’ Village. These two large Military Dependents’ Villages are connected by Zhongshan Road, with a distance of 5 minutes’ walk only. In 2018 the area of these two villages was officially renamed as Victory Star V.I.P. Zone. The word “star” refers to “inheriting the General’s past residential place to cultivate the stars of future generation.” This area is an experience base of new-styled military dependents’ village life, and also a window on Pingtung, presenting the historical memories and space of the past that have been integrated with the modern life, and creating a unique “victory star lifestyle.”
Victory Star V.I.P. Zone is established with several permanent exhibition halls, such as The General’s House, Shengli No. 139 and General Sun Li-Jen Residence.
As of today, there have been 51 brands selected for stationing at the area. These brands are of diversified categories, including foods and drinks, clothing and textile, selected local product shops, performing arts, literature bookstores, stylish floral art, hostel living experience and foreign countries’ diverse cultures. It is hoped that in the future local life can be integrated with Victory Star V.I.P. Zone to develop its cultural characteristics, establish “an experience base of new-styled Taiwanese military dependents’ village culture and lifestyle,” and regenerate the historical buildings for reuse.
