In order to find this cache, you'll need to complete the nearby Biloxi Mississippi Memorials Adventure Lab.
Once you complete the Adventure Lab, you will have to scroll through the Journal to the last entry to see the Final Coordinates.
The parking waypoint is for the Adventure Lab and can be used for this bonus cache. Although closer parking may be available to the final location, it is probably more convenient to complete the entire Adventure Lab and bonus cache without moving the geo-mobile.
The terrain and difficulty ratings are for the requirement of completing the Adventure Lab. The hide is more like a D/T - 1.5/1.5.
