This is an offset multi-cache in Roger Williams part. The posted coordinates are virtual and bring you to a monument in the park for someone famous from Providence. You will need to input a keyword into Certitude to lead you to the final cache, which is hidden nearby.
Below the main inscription for the plaque is a circle with an image that says "City of Providence" on the top. Below "City of Providence" is a two-word phrase composed of nine letters total.
