Trainspotting began as a hobby in the UK shortly after WWII and eventually made its way to the US. Fans of trains - passenger and cargo - gather and watch trains going down a section of track. Many also take photos and even tune in to the local radio traffic between the trains. I spent a winter in Folkston, Georgia, home to the famous (at least in the trainspotting world) Folkston Funnel where the hobby is taken very seriously and where I first met serious trainspotters.
If you are at ground zero at the right time you may spot The Sunset Limited, the only passenger train that runs along these tracks. More than likely you'll see long freight trains but even those have their fans. Cache is placed near a large gravel pull out where trainspotters park to watch the train. No need to cross the road or go near the tracks.
Just unscrew the bottom of the container. No need to remove from the hanger.
