The container IS at the posted coordinates.
This is a little twist on the the usual LPC.
The container has a combination lock on it. To get the combination, you will have to go to the 3 listed way points, close by. You should easily know what your looking for at each waypoint. Once you have all three numbers, use them on the lock. You shouldn't have to get out of the car to get theses numbers.
Stealth may be needed, since it can be a busy place at times. Please make sure the lock is back on properly so the next person can have the same great experience.
