At the beginning of the 20th century, the Kyabram Reform Movement was a significant grassroots political campaign that changed the way Victoria was governed. Originating in the small township of Kyabram, the movement successfully agitated for drastic reduction of the state parliament's size and government spending following Federation, leading to fewer MPs and significant legislative changes under Premier William Irvine, solidifying a small-government, anti-socialist stance in state politics. In the space of two years the number of Victorian State Parliamentarians was reduced from 151 to 99.
