This cache is located in a park and the hours are 6AM to 10PM. Picnic areas and playgrounds are available but no restrooms. Most of park is flat with paved trails but there are steps leading to some of the interesting landmarks here. This was one of my favorite parks to play in when I was very young.
The cache container, containing a pencil and log sheet, is micro size (like a film canister), but is not one of those. Very easy to reach.
I stopped by the building which houses the park police and explained geocaching and what I was doing (in 30 seconds). They are fine with the idea and cache placement, so you won't get any hassle from them.

"Water towers are a rarity today. Once over 400 water towers punctuated the skylines of American cities and towns. St. Louis can claim three of the seven remaining water towers in the United States. All St. Louis' water towers have been declared Historical Landmarks. The Compton Hill Tower was declared a city landmark in 1966, added to the National Registry of Historic Places in 1972."

"The Bronze statue in the center of the park is associated with newspaper publishing and is titled The Naket Truth and caused a great commotion when it was first unvailed. Also the water tower didn't serve as storage but to soften the impulse of the water pump. This Tower was designed not simply for function but as an Architecture feature. That is the reason that it is one of the few surviving water towers in the country."
