This cache is located in an area that may appear as private property, but is in fact, an easement belonging to DC. It's where a nearby street once went through to another nearby street. There are people around, so be discreet in removing and replacing it. To open it, I suggest you take it West to a perpendicular walkway, turn left and go to a bench. Have a seat. Return it carefully to the same place. This cache is only good until fall, when it will become exposed. At that time it will be relocated in another nearby area.
If you have time, take a walk along the walkway described above. It's really neat.
