Easy access. On public land, can see the river but not real near the river. Coordinate updated.
It follows a road, but not a yellow brick road. Help the tin man, something related to oil. Cache started with a bottle of Miracle Oil, and a label from a Quaker State oil case. Note book and pencil (someone should bring a pencil sharpener). Someone took the tin man.
