Located at Tioga Beach

This is a Multi-cache. Find the first part and get the last three numbers for the main cache. Tioga beach was the site of the Minnesota Governors fishing opener when the famous-infamous Jesse "the body" Ventura was in office. It has a nice beach and a new playground. Bring the kids and spend the day.
