10 years of geocaching

Neill O'Neill, a longtime Winter Carnival official and a 1979 member of the Vulcan Krewe, was named King Boreas LXX in ceremonies at the St. Paul RiverCentre Ballroom. O'Neill, 61, has served as general counsel, cabinet president and board chairman of the St. Paul Festival and Heritage Foundation, which sponsors the carnival.
