Emperor Monmu was a grandson of Emperor Temmu(天武天皇) and Empress Jitō(持統天皇) and who established the Taiho Code(大宝律令), was enthroned at Fujiwara-kyo(藤原京) .
The cache is hidden near to the mausoleum.
