Nuts and Bolts Traditional Cache
New York Admin: I regret to report that the cache owner has not responded to the prior note about this disabled cache. I'm archiving it opening the area up to others. Of course, the owner may respond at any time to get this cache back online providing it meets the current guidelines.

This is another urban micro, hidden on a public street with massive foot traffic. Flat terrain, but might be hard to get to if you're not looking at it from the right angle.
The third in the LES (Lower East Side) caches I am placing. This street has undergone massive changes in the past 15 years. In the early 90's, it was not considered the safest places to hang out after dark, but these days there are people wandering even at 4 in the morning.
Now one can find food and drink all along the street. Major buildings are being built, renovations are commonplace, and its fairly safe to wander around.. At least as safe as the LES can get!
Accordingly, getting to this cache without muggles being nearby will likely be difficult. However, I will tell you this much, you do not need to violate any rules to get to this cache and you can get to things from the sidewalk.

** Given high muggle presence and special difficulties presented to Wheelchairs, terrain rerated to 1.5. **
** You should not need tweezers but it might be handy. Nimble fingers and care should be used when winding the log. **
**Note** My hints are written to become progressively easier, and the last one gives it away. Don't read them all at once.. :)
