MOOP is an acronym for (M)atter (O)ut (O)f (P)lace. The idea behind a MOOP patrol is very similar to CITO, but in one's everyday life. If you see trash, pick it up. If you smoke, toss your cigarette butt in a can, not on the ground. This world can be as beautiful as we want it to be, but we must all do our part.
