Used on Terra in ancient times as a means of manually encoding and decoding secret messages and correspondence, during the Solomani Rim War (AD 5508-5520) the design was revived for its technological redundancy, and also in an effort to circumvent contemporary electronic encryption methods. Experts often associate this type of code wheel with the Phoenix Project. This artifact is believed to be an example of one such coder.
