Who is Chad and why is HE pregnant?

Chad the TB is a plastic vial of "official" Pasco County, Florida Chads leftover from the 2000 General (Presidential) Election. Chad was a gift to Eagle Dad from the Supervisor of Elections for Pasco County, Florida, USA.

Chad would like his picture taken at as many Precinct Polling Places as possible.
