The cache is located in a very busy spot and utmost care and stealth is required. Although the place is open from 7am to 9pm the cache is available 24/7. Standing at the coordinates and using the hint you should spot the container immediately. Once you have grabbed the cache, feel free to walk in and sign the log at the relevant counter. They are aware of the cache and the owner has given permission for the cache to be placed.
